New York City Mayor Bill de Blasio issued a brief Friday morning with more details about the circumstances that led to the collapse.

The company that operates the crane, Galasso Trucking and Rigging, had instructed it to be lowered into a secure position after workers noticed that winds had reached up to 20 mph.

Workers were in the process of moving the crane when it collapsed, de Blasio said. The deceased victim, identified by police as 38-year-old David Wichs, had been sitting in his car when the crane fell on top of it.

The New York City Department of Buildings had visited the site Thursday morning to inspect work and to approve an extension for the crane, but de Blasio said that no work had been done Friday morning.

Gas leaks have resulted from the “sheer impact” of the collapse, electric service company Con Edison (or Con-Ed) had not detected any leaks that gave cause for serious concern, the mayor said.

De Blasio warned those who live and work in TriBeCa that there would be traffic diversions over the next several days, and that the NYPD would escort into the area anybody who needed to enter it.
