This is Chumán Don Luciano, he's 83 years old. He lives in the province of Ferreñafe, Peru. Locals have fondly named him "Crazy Chumán".
Luciano has schizophrenia. Despite having a family and a home, he spends most of his time on the streets
Luciano is so loved by his community that they decided to help him out with a makeover.
Speaking to BuzzFeed Español, municipality spokeswoman Yesenia Abad Cross said that Luciano is an "icon" and the whole community supported the effort.
"These humanitarian gestures must continue," says Cross. "Sometimes we are a little indifferent, and forget that they are people like us and need our help."
Luciano has received a huge amount of support online, with many people congratulating Ferreñafe for their kindness.

Cross also stated that the municipality's Facebook page has received numerous messages offering to provide Luciano with clothes and food.
The province wants Chumán be the first of many people helped out of unfortunate situations. "The mayor wants this to continue here and in other provinces," says Cross.
