Sen. Lindsey Graham backed off earlier criticism of the government for not sufficiently tracking Tamerlan Tamerlan when he told Fox News on Monday morning that Tsarnaev's six-month overseas trip to Russia in 2011 went unnoticed by the FBI because his name was misspelled.
