Dowd said Hurricane Katrina was a different scenario, but said that president wouldn't recover from this low point in his presidency.

A month after Hurricane Katrina, President Bush's approval rating stood at 41% according to the Gallup poll. On Friday, President Obama's approval stood at 42% according to Gallup.
